S&A conducts evaluations of grants, with specialization in STEM education, for higher education, independent school districts, and non-profits. These range from evaluating after-school programs in elementary schools to PhD programs. S&A’s recent work in elementary, secondary, post-secondary, and adult education includes evaluations of grants from the National Science Foundation, National Institutes of Health, Department of Defense, Department of Homeland Security, NASA, Department of Education, Texas Education Agency, Texas Workforce Commission, and private foundations.

Our Team

Kurt Steuck, PhD

Dr. Kurt Steuck is the Director of Evaluation and Research at S&A LLC. After receiving his Ph.D. from the University of Wisconsin-Madison in Educational Psychology, Dr. Steuck taught and conducted research at Trinity University in San Antonio, TX as a Visiting Assistant Professor. Dr. Steuck then worked as a Federal employee for nearly 15 years in the Air Force Research Laboratory (AFRL) applying principles of educational psychology and artificial intelligence to the design, development, evaluation, and technology transfer of intelligent tutoring systems.

Dr. Steuck has worked in the private sector for the past 19 years designing learning technologies and evaluating education projects. He is an active member of the American Evaluation Association (AEA) and the International Society for Technology in Education (ISTE). He has organized the Alamo City Evaluators, an informal group of evaluators in San Antonio. He was co-chair of the Texas Evaluation Network Institute in August 2019.

Sarah Bluebonnet, PhD

Dr. Sarah Bluebonnet, Senior Researcher at S&A LLC, obtained her Ph.D. from the University of Texas at San Antonio (UTSA) in Educational Leadership and Policy in December 2021. Her prior education includes a bachelor’s degree in bilingual education from the University of Texas at Austin, certification as an early education bilingual teacher, a master’s degree in educational leadership from UTSA, and certification as a principal. She began her career as a coordinator of a non-profit bilingual child learning center at El Buen Samaritano Episcopal Mission in her hometown of Austin, TX. After moving to San Antonio, she taught as an elementary bilingual & ESL teacher for 3 years and as a master teacher for 2 years in San Antonio ISD. 

Through educational leadership experiences as a practitioner and student, Sarah recognizes educational leadership as grounded in reflection and implementation of best practices that serve all students, parents, and teachers. Community building is fundamental to the support of student access in education. Through fidelity to high standards for all students and by using in-depth program analysis and research, educational leaders can work together to develop and maintain quality programs.

Pesha Mabrie

Pesha Mabrie is a Researcher at S&A LLC. She is currently a PhD candidate in the Educational Leadership & Policy Studies department at the University of Texas at San Antonio. Pesha is passionate about discovering solutions with the use of data and evaluation. She has over ten years of experience in various positions in the higher education sector. At S&A, she supports the team with the implementation of qualitative methodologies and analysis.

Frances Trejo

Fran Trejo is the Evaluation Project Manager at S&A LLC. She is currently a graduate student pursuing a master’s in Public Administration at the University of Texas at San Antonio. Fran holds a bachelor’s degree in Communication Studies – Political Communication from the University of Texas at Austin. During her undergraduate career, Fran has interned and worked for different organizations in Central Texas focused on STEM education, health education, economic development research, and workforce development. She was raised in San Antonio and is a proud alumna of Southwest ISD. Fran is a member of the American Educational Research Association (AERA).
